The primary purpose of this position is to design and integrate educational multimedia and interactive multimedia technology into comprehensive instructional programs, training materials, and evaluation tools for diverse learners.
Duties
Develops instructional materials for instructor-led courses and projects, leveraging modern technologies to optimize learning outcomes and achieve educational objectives.
Designs and develops Interactive Multimedia Instruction (IMI), Computer-Based Instruction (CBI), and Technology Enhanced Learning (TEL) materials that leverage strategically selected technological applications to enhance learning outcomes and achieve educational objectives.
Conducts thorough analysis of instructional materials to identify and prioritize the most relevant and critical content, ensuring alignment with educational outcomes and objectives.
Conducts thorough reviews of instructional materials to ensure alignment with established learning objectives, utilizing a systematic approach to analyze and evaluate the effectiveness of training products.
Creates and integrates visual media solutions that effectively communicate complex educational and instructional concepts, leveraging expertise in multimedia design and development.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712.
SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-09 grade level that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Specialized experience includes comprehensive knowledge of a wide range of instructional concepts, methods, and techniques is required to develop and plan complex courses and training programs associated with teaching advanced technical systems or subject-matter areas. This knowledge encompasses curriculum development, instructional techniques, training resources, test and measurement principles, as well as instructional design strategies to optimize learning outcomes. Additionally, it includes knowledge of evidence-based approaches to presentation, interaction, feedback, remediation, and assessment, as well as Universal Design for Learning (UDL) principles, accessibility standards, SCORM (Sharable Content Object Reference Model) requirements, and Learning Management Systems (LMS).

EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled, or LL.M., if related. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Instructional Design Principles and theories with the ability to apply instructional design principles and theories to develop effective training products.
2. Knowledge of Educational Technology and Multimedia Development with the ability to design and develop interactive multimedia instruction, computer-based instruction, and technology-enhanced learning materials that leverage educational technology trends and tools.
3. Skills to design and develop training products that meet accessibility standards and incorporate Universal Design for Learning (UDL) principles to support diverse learners.
4. Skills in using various educational technologies, including multimedia design and development, computer-based instruction, and technology-enhanced learning.
5. Ability to design and develop high-quality visual media solutions that effectively communicate complex educational and instructional concepts and enhance learning outcomes, while collaborating with cross-functional teams.
6. Ability to analyze instructional materials, identify areas for improvement, and develop targeted solutions to optimize training effectiveness.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
