The primary purpose of this position is: To serve as an Interactive Multimedia Instruction (IMI) Specialist, designing, developing and integrating interactive multimedia technology into programs of instruction in occupational specialties in fields related to General Intel, Cypotologic Linquists, Network Intelligence Analysis and Reporting.

Duties

Using emergent technology designs and develops Interactive Multimedia Instruction (IMI) for instructional courses, programs and projects. Designs and develops interactive multimedia instructional materials based on sound implementation of selected technological applications. Reviews and validates instructional materials in accordance with established learning objectives. Provides state of the art training and instruction products to enhance training objectives by exploiting emergent training technologies. Plans visuals that will most effectively communicate the educational and instructional concepts of the project using the most appropriate media.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712. SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-09 grade level that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Specialized experience includes knowledge of intelligence-specific subject matter being taught and techniques of instruction, knowledge of interactive multimedia instruction (IMI) development strategies, hardware/software components, and SCORM standards, and the knowledge of computer graphic procedures, electronic imaging and multimedia production's quality management concepts. Knowledge of multimedia based instructional design, Internet, Intranet, and Web concepts and knowledge of instructional design and material development to include use of technology for design and delivery of training. Broad knowledge of subject matter technology and techniques and ability to comprehend, analyze and evaluate relevant facts and conditions to provide solutions to unusual problems. OR EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled, or LL.M., if related. NOTE: You must submit copies of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1, Knowledge of intelligence-specific subject matter being taught and techniques of instruction, knowledge of interactive multimedia instruction (IMI) development strategies, hardware/software components, and SCORM standards, and the knowledge of computer graphic procedures, electronic imaging and multimedia production's quality management concepts. 2. Knowledge of multimedia based instructional design, Internet, and Web concepts and knowledge of instructional design and material development to include use of technology for design and delivery of training. 3. Knowledge and familiarity with operating techniques, procedures, work practices, theories, concepts process, materials, methods, and equipment common to IMI functions. 4. Broad knowledge of subject matter technology and techniques and ability to comprehend, analyze and evaluate relevant facts and conditions to provide solutions to unusual problems. 5. Ability to effectively communicate orally and in writing, and the ability to work harmoniously with all levels of personnel with the component. 6. Ability to establish program objectives and to assess progress toward their achievement. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
