Serves as the Resources Analyst in the Defense Commissary Agency (DeCA) HQ, Resource Management Directorate
Division, Branch/Department: Budget & Manpower Division location. The primary purpose of this position is to serve as a Resources Analyst with responsibility of analyzing and monitoring the Agency's compliance with financial management objectives
Duties
Functional area of responsibility include but are not limited to fiscal, expenditure, cost, financial analysis and maintenance of accounting appropriation and reimbursements.
Prepares budget estimates for assigned accounts.
Assists in the preparation of monthly/quarterly financial reports for the agency.
Reviews basic policies received from higher headquarters on administration of budgets and operating programs; develops recommended procedures and command policy for implementation of such directives.

To qualify at the GS-11, applicants must possess at least one year of specialized experience at the GS-09 grade level (or equivalent) by the closing date of this announcement OR a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree. This experience may have been gained in the private or military sector.
Examples of qualifying specialized experience:
Identifying, analyzing, and resolving budget problems such as developing trade-offs and recognizing need for reprogramming in order to develop and administer budget execution plans which are subject to fluctuating expenses and changing demands for services which necessitate reprogramming.
Analyzing financial reports and taking or planning corrective action for activities exceeding normal variations in funds execution or inventory controls.
Reviewing reports of financial data for recurring errors, or inconsistencies of data and recommending ways to reduce losses, avoid improper payment, and promote operational efficiency.
Applying budgetary concepts to plan for and distribute funds to the budgetary programs for regional organizations with diverse support in widespread geographical locations.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-11: You must have 52 weeks of Federal service at or equivalent to GS-9.
Time after competitive appointment.
