About the Position: Serves as Comptroller of the Deputy Chief of Staff, Resource Management (DCSRM), Sustainment Center of Excellence (SCOE). Resource Management is key enabler for all Lines of Effort (LOEs)and Major Objectives (Mos). Is required to interact directly with high level officials and other government agencies as well as high level contractor personnel.
Duties
Work with organizational directors and staff officers to resolve known or potential management problems the involve force structure, resource utilization, productivity improvement and various other organizational matters.
Responsible for technical authority over finance and accounting, ensuring compliance with applicable laws, regulations and Army and DoD accounting standards and policies.
Developing and establishing internal procedures to be followed by subordinates.
Supervise the preparation and presentation of budget requirements for the installation.
Direct the preparation of and review a variety of management analysis, cost analysis with the reviewing of the analysis results.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top-Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- Certification Level 3: THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051,
- amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience that is equivalent to the GS-14 grade level in the Federal service which includes the following: Apply a broad knowledge of a financial management program that is demonstrated through the performance of duties; Provide executive and technical guidance of a financial management program that includes financial planning and control, cost estimating, accounting and finance, budgeting, progress and statistical reporting and analysis, fiscal law, financial management automation; Initiates and/or develops plans and programs; Applied common financial management methods and various budgets and cost functions involving formulation, justification, and/or execution for organizations, programs, or projects; and Supervise and exercise control over subordinate personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 or above).
