This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Fort Bliss is the home of the 1st Armored Division.

Duties

Monitors the execution, e.g., obligation and expenditure of funds of the directorates and staff offices supported. Provide technical advice and assistance to managers on all matters affecting organization mission capability. Oversee the planning, programming and execution of the Base Support Budget (BSB) budget program. Plans work schedules and sequence of operations on a weekly, project or longer basis to assure an even flow meeting of schedules and deadlines. Mentor, train and provide guidance to employees with little to no assistance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Financial Management Level 2 Certified position. Incumbent is required to comply with all requirements of this certification program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Designated Mission Essential Position: Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Commander.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes providing technical assistance to managers on matters related to budget formulation and fund expenditure; develop alternative methods to address unfunded requirements; and prepare regular reports on the status of funds while offering guidance on financial management principles and practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
