The primary purpose of this position is to serve as a senior program analyst planning, organizing, and determining organizational resources, programs, processes and procedures for the integration and mission assurance of network and network-reliant capabilities onto the Air Force Network {AFNET) and the Air Force provisioned portion of the Joint Information Environment.
Duties
Serves as Center expert supporting AFNIC planning processes with a comprehensive knowledge of Center, HQ Air Force Space Command (AFSPC) and SAF CIO goals and objectives, the sequence and timing of program events and milestones, and a range of methods of evaluating the significance and impact of program accomplishments. Reviews/analyses HQ AFSPC long- and short-term AFNET plans and proposes/advocates AFNIC integration process adjustments through senior leadership obtaining commander approval.
Serve as Center expert for designing structure, mission, program, and organizational relationships through use of software modeling tools leveraging knowledge of quantitative and qualitative methods and techniques. Develops standards/measures covering complex business flows/processes and workload.
Serves as an expert, researching, analyzing, making expert recommendations and developing transformation targets to meet AF mission requirements and objectives. Analyzes thoroughly current Center operations to identify significant transformation, factors, gather pertinent data to substantiate findings, and recognize potential areas for change or divestiture.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Addresses AFNJC resource and capacity positions and recommendations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical plans and programs. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Ability to plan, organize, and develop studies or projects, and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
2. Knowledge of planning, programming, and budgeting to include utilizing automated data systems and data processes to expertly analyze MAJCOM functional area fiscal management, human resources management, continuous process improvement, budgeting, procurement, and computer systems and applications.
3. Knowledge of the application of military space/cyberspace operations expertise as they apply to programs and weapons systems.
4. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operational and contingency areas.
5. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
