Duties
The primary purpose of this position is: To serve as Deputy Chief, Strategy Division in the Directorate of Strategic Plans and Requirements at a major command (MAJCOM) headquarters, sharing with the Division Chief the full scope of responsibility for directing the activities of the Division and, in the chief's absence, possesses the same authority and prerogatives.
Works with the Division Chief in planning, organizing, and overseeing the activities of the Division.
Participates with the Division Chief in the exercise of supervisory personnel management responsibilities.
Directs and/or leads broad studies involving major capability development programs, scientific research initiatives, Joint/Service integration policies, and strategic approach affecting all major Command missions. Represents the A8X Division with a variety of HQ and functional area organizations.
Serves as the command focal point for research and capability development; international affairs, mobility doctrine, policies and agreements; and long-term (10-plus years) strategy, vision, roadmaps, and infrastructure support. Provides technical guidance and assistance to top-level management.

- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- This is a Centrally Managed position in the Operations career field.
- This is a supervisory position. A one year supervisory probationary period is required if applicant select has not previously met this requirement.
Qualifications
Knowledge of Air Force Warfighter Integration, Air Force Capability Development, Joint Capability Integration Capability System (JCIDS) program management, strategic programming/planning, and requirements generation is highly desirable when recruiting for this position.
Key Position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes knowledge of strategy, contingency planning, programming, requirements generation, capability development, mobility science and technology initiatives, Title X Wargames, and base level knowledge of acquisition disciplines, policies, concepts and theories. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or influence the requirements generation process. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
