The primary purpose of this position is: To provide a Director of the Special Access Program Management Office. Manages and directs Air Mobility Command's Special Access Programs (SAP) involving systems acquisition, aircraft modification plans; test and evaluation; administration and coordination of advanced science and technology initiatives.
Duties
Plans, organizes, and oversees the Command's Office of Special Access Programs.
Exercises supervisory personnel management responsibilities.
Represents the command at executive level meetings within the government, with higher headquarters, and with contractor/industry representatives.
Presents the status of key Commander's Staff operations and initiatives at strategic planning activities involving the Commander, Vice-Commander, Staff Directors, and other senior/executive level managers.

- Individual must be able to obtain and maintain a Top Secret (TS) clearance with DCID 6/4 eligibility, meet SAP eligibility requirements and sign a SAP Indoctrination Agreement for employment.

This position is designated by the Air Force under the Air Force Civilian Drug Testing Program. Accordingly, to receive further consideration for this position, the employee must sign the Notice of Selection for Testing Designated Position (TDP) notice and agree to submit to urinalysis in order to determine his/her fitness for appointment to this sensitive position prior to the effective date of the action.
Knowledge of tactics and defensive equipment is desired. Certification in Acquisition Professional Development Program Level 1 Systems Planning, Research, Development and Engineering and Level 1 Program Management is desired. In-residence completion of the Defense Counterintelligence Security Agency SAP Orientation course is desired.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the USAF's Program Planning Budget and Execution (PPBE) policies, practices, regulations, and laws as they relate to the Air Mobility Command (AMC) structure, mission, and capabilities. Ability to advocate verbally, and/or in writing, these issues and decisions, to the highest executive levels as necessary; expert knowledge of Special Access Programs at the Major Command or Headquarters USAF-level with responsibilities to include managing, planning, execution, budget, training, and program security. (Experience must include security requirements of the DoD SAP manuals, directives, and policies relating to the handling and storage of Special Access Required information and Special Access Program Facility requirements); expert Knowledge of combat capabilities to serve as a subject matter expert in order to identify, evaluate, and acquire Special Access Required (SAR) Technologies and monitor advanced technology program activities. Ability to advocate and defend AMC's requirements and prioritization in the SAR budget to USAF Headquarters.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of the USAF's Program Planning Budget and Execution (PPBE) policies, practices, regulations, and laws as they relate to the Air Mobility Command (AMC) structure, mission, and capabilities. Ability to advocate verbally, and/or in writing, these issues and decisions, to the highest executive levels as necessary.
Skill to recognize and clearly define program deficiencies that may be eliminated through improvements or risk mitigation, schedule, cost, and/or performance trade space. Ability to persuasively interact with other senior management and scientific personnel to negotiate major issues of importance.
Expert knowledge of analytical and evaluative management analysis methods plus a thorough understanding of how major USAF Acquisition programs are accomplished. Ability to evaluate the content of new or modified legislation for projected impact upon these programs or resources.
Expert knowledge of Special Access Programs at the Major Command or Headquarters USAF-level with responsibilities to include managing, planning, execution, budget, training, and program security. (Experience must include security requirements of the DoD SAP manuals, directives, and policies relating to the handling and storage of Special Access Required information and Special Access Program Facility requirements).

Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and nonsupervisory employees.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
