This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Safety and Occupational Health Program Manager for a Medical Readiness Command (MRC). Plans, implements, administers, inspects and evaluates the safety and occupational health program for all medical treatment facilities (MTFs) within the MRC.

Duties

Provides occupational safety oversight of MTF operations throughout the Medical Readiness Command (MRC). Independently schedules and conducts surveys/inspections/assessments/staff assistance visits of Military Treatment Facility (MTF) operations. Identifies and evaluates risk potential involving a wide variety of work environments and occupations throughout the MRC.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Incumbent must be a Certified Safety Professional (CSP) or complete Level 1 Skills outlined in the 0018 job series Master Training Plan and are awarded the CPS within 12months of hire.
  • Potential exposure to hazardous chemicals, asbestos contamination, construction site hazards, etc. which requires the use of personal protective equipment (PPE), and clothing may be encountered.
  • Work requires frequent walking, standing, bending, and reaching to inspect MTFs for safety and occupational health hazards. May be required to enter hazardous noise areas.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes Applying safety and occupational health regulations and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; Inspecting or surveying workplaces or processes for compliance with established safety and occupational health policies or standards and to identify potential new hazards; AND Training of staff or other safety and occupational health personnel in safety or occupational health subjects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
