Duties
Serves as Mercury Program Manager, Security Officer, Respiratory Protection Officer, Ergonomics Chairperson, and Safety and Occupational Health Manager.
Reports to the Chief of Environmental Management, DLA Strategic Materials in support of Headquarters and all stockpile and storage field facilities throughout the United States.
Interprets new safety and occupational health legislation by consulting and collaborating with DLA and DoD experts to resolve environmental hazards to provide recommendations for implementation.
Serves as the DLA Strategic Materials technical expert in program elements which cover hazard classification, safety, health, fire protection, contract and health compliance.
Prepares, maintains, and analyzes reports of accidents and current operations to determine problem areas which need to be addressed and corrected.
Ensures organization is following all Federal, State, and local laws and regulations.

Qualifications
To qualify for a Safety and Occupational Health Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Proficient experience in mercury management concepts, principles and methods within security and safety and occupational health program management.
Mastery knowledge and skill in applying laws and regulations of mercury management, concepts, principles, and methods
Skilled in the application, investigation, problem-solving, and enforcement of safety and occupational health techniques across numerous activities.
Develops and disseminates safety promotion information and materials to enforce and inform safety rules, policies, standards, and regulations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands: The work requires frequent and prolonged periods of strenuous physical exertion, such as long periods of walking, climbing, crouching, or crawling in confined spaces or around and between operating equipment while carrying moderately heavy equipment (20-30 pounds or more) and while wearing protective clothing. There are sedentary periods of extensive deskwork, such as that required for the preparation of reports for customers and regulators, data analyses, review of laboratory results, and the preparation of contract specifications.
Working Conditions: Incumbent will be frequently exposed to hazardous commodities, toxic chemicals, under temperature extremes, high noise levels, dust and fumes, adverse weather conditions and unsecured incident (emergency) scenes. A variety of health and safety precautions are therefore necessary as two or more potentially hazardous conditions may occur simultaneously. This exposure requires the use of protective clothing and equipment, including respirators, safety shoes, hardhats, googles, gloves, and hearing protection. The use of a respirator imposes particular demands on the wearer and requires a medical determination to identify any special problems as well as an annual medical review each year. Incumbent is required to know, comply with, and promote prescribed safety rules and regulations.
