The primary purpose of this position is to manage all aspects of program analysis by tracking, analyzing, and presenting information to senior leadership to develop critical operational decisions for assessing the health of the unit's weapon systems and equipment to enhance performance and capability.

Duties

Establishes positive working relationships with MAJCOM, MXG, and unit leadership to ensure transparency of indicators utilized to plan maximum sustainability of the flying program. Computes and develops logistics attrition factors by month for the year and provides these historical annual attrition factors to maintenance PS&D and operations scheduling prior to the start of the annual planning process to include weather, maintenance, supply, operations, other, and a total. Incorporates aspects of production and deficiency theories to analyze maintenance data. Manages the Maintenance Information System (MIS), IMDS, and REMIS as the primary sources of information used to assess unit performance. Performs Data Base Manager Duties for the IMDS-CDB system. Ensures the IMDS-CDB is immediately put in File Update Mode to preserve records for investigation of loss or mishap of an aircraft. Ensures IMDS-CDB security is maintained by coordinating MIS access permission requirements to enable MDD on non-possessed aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of analytical methods to analyze organizational effectiveness. Knowledge of statistical methods and techniques to compute and analyze raw data. Knowledge of computers and software to modify, devise, and/or develop organizational programs. Knowledge of maintenance operations and mission requirements. Knowledge of IMDS-CDB, management, various network configurations, and computer system modification. Knowledge of conducting comprehensive and cohesive training plans. Knowledge of the IMDS-CDB system platform. Knowledge of the requirements, capabilities, and limitations of small computers, related peripheral equipment, and hardware/software interfaces. Knowledge of COBOL operating system sufficient to maintain and administer a COBOL-based maintenance information system and LAN. Knowledge of basic programming procedures required writing programs using Executive Control Languages (ECL). Knowledge of basic programming procedures sufficient to write and/or modify programs written in Database Retrieval Languages (DRL). Knowledge of basic programming procedures sufficient to write and/or modify programs using Query Language Processor (QLP), Interactive Query Utility (IQU), File Transfer Protocol (FTP), and/or Structured Query Language (SQL). Knowledge of various utility software required performing hardware and software diagnostics. Knowledge of the MIS standard and nonstandard computer operating rules, procedures, and techniques to resolve difficult operating problems in the Integrated Maintenance Data System (IMDS) and Reliability Maintenance Management Information System (REMIS). Knowledge of Maintenance concepts, data collection procedures, and other peculiarities of aircraft production. Knowledge of production processing procedures and flow. Knowledge of computer equipment utilization options for processing each assigned program. Knowledge of recurring and production workload requirements. Knowledge of program documentation, terms and usage of system control language and run-sheet instructions in order to interpret repetitive and onetime processing requests. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to plan, schedule, and take corrective action to meet emergency and regular workloads requirements Knowledge of the logistics metrics and their relationship to the overall mission, functions, and organization Knowledge of the principles, functions, and processes of managing execution of annual flying hour program Extensive knowledge in T-1/T-6 aircraft maintenance program operations, processes, goals, and objectives Knowledge of analytical and investigative techniques using applied statistics (quantitative and qualitative) to measure the effectiveness, efficiency, and productivity of agency efforts. Extensive knowledge manipulating IMDS-CDB system platform to include requirements, capabilities, and limitations related to hardware and software interaction and ability to manage resolution of technical difficulties related to users. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
