The primary purpose of this position is to serve as Chief, Force Structure Division in the Directorate of Plans, Programs, and Requirements at a major command (MAJCOM) with responsibility for directing the activities of the Division.
Duties
Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide planning, programming, program modernization, and force structure functions and activities; participates in providing both technical and administrative direction to subordinate branch chiefs and through them their assigned nonsupervisory employees. Plans work for accomplishment by subordinate branches, sets and adjusts short and/or long-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.
Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
Establishes, develops, and maintains effective working relationships with DoD, Air Force, Space Force and Reserve Components, AETC leadership and staff, internal and external customers, management, co-workers, and subordinates. Represents the division at higher levels within the organization and at conferences with HQ USAF, DOD, and other agencies.
Serves as the command focal point for studies and program development. Studies and program development concern such areas as actions related to force structure planning; modernization, development, analysis, and resourcing of initial military skills training programs; analyzing of manpower and resourcing requirements; managing the Secretary of the Air Force (SecAF) directed initiatives; implementing organizational structure initiatives; facilitating the Program Objective Memorandum (POM) development; and/or developing long-range plans, goals, policies, and procedures within the Planning Programming, Budgeting, and Execution System (PPBES) for the command.
Supports the Director in command resource allocation and maintains a continuous liaison with HQ USAF program monitors and DoD offices to assure accurate and equitable allocation to the command. Will represent the division at higher levels within the organization and represent MAJCOM at conferences with HQ USAF, DOD, and other agencies.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to planning and programming processes, training program modernization, and force structure processes; knowledge of the mission, roles, functions, organizational structures, and operation of organizations to provide guidance and/or conduct studies to determine resourcing and basing to staff organizations and subordinate installations; and knowledge of mission, roles, functions, organizational structures, and operations of organizations to provide guidance and/or influence the structure, training program modernization, and the Planning, Programming, Budgeting, and Execution (PPBE) process.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to DOD, Joint, and Air Force planning and programming processes, training program modernization, and force structure processes.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or conduct studies to determine resourcing and basing to staff organizations and subordinate installations.
3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
6. Knowledge of mission, roles, functions, organizational structures, and operations of DoD and Air Force organizations to provide command level staff guidance and/or influence the MAJCOM level force structure, training program modernization, and the Planning, Programming, Budgeting, and Execution (PPBE) process.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDTIONS OF EMPLOYMENT:
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
