Duties

The primary purpose of this position is to: exercise technical and administrative supervision over MAJCOM Program Objective Memorandum (POM) Section and to serve as the senior HQ AETC program analyst providing expertise in planning, developing, implementing, and directing the preparation and presentation of the Air Education and Training Command's S40B Future Years Defense Plan (YYDP) through the AETC Council and to the HQ USAF Corporate Structure. This document constitutes the spending plan for the command and is the primary source for all funding of operational and support activities for every base, operating location, and detached organization in the command. Plans, organizes, and directs the activities of the POM Branch, ensuring that process complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents HQ AETC to HQ USAF and other AF MAJCOMS. Oversees the development, interpretation, and implementation of policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for Air Force directed recruiting, training and education. Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major AETC mission and operational plant. Prepares position papers and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

  • May be required to travel TDY as directed by management, sometimes on short notice, traveling by military or commercial aircraft or by any other designated means.
  • May be required to work other than normal duty hours and tours of duty such as rotating shifts, overtime, weekends, call back, uncommon tour of duty, holidays, etc. This is especially applicable during peak periods of PPBS cycles.
  • Must have or be able to obtain and maintain a Secret Security Clearance.
  • Performs other related duties as assigned.
  • This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes knowledge of, and ability to apply, management skills sufficient to plan, organize and direct the functions and staff of a small to medium sized organization. Expert skill in directing the development of budget forecasts, cost projections, financial, exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers to influence. Mastery of the Department of Defense Planning, Programming, and Budgeting System (PPBS), Agency and AETC policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans. Comprehensive experience with the inner workings of HQ USAF's procedures and inner coordination processes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of, and ability to apply, management skills sufficient to plan, organize and direct the functions and staff of a small to medium sized organization. Mastery of the Department of Defense Planning, Programming, and Budgeting System (PPBS), Department' of Air Force and AETC policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans. Comprehensive experience with the inner workings of HQ USAF's procedures and inner coordination processes. Experience working in a corporately funded organizational environment is highly desirable. Knowledge of Air Force and AETC program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPB S process supports them; Expert skill in directing the development of budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers to influence. Ability to plan, organize, and lead others to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
