The primary purpose of this position is to serve as a Division Chief at Headquarters, Air Force Manpower Analysis Agency (AFMAA), an AF/A1 Field Operating Agency (FOA), with responsibility for directing the activities of the Division, and the responsibility and authority to plan, develop, direct, and integrate multiple major Air Force programs.

Duties

As Division Chief, plans, organizes, and oversees the activities of the Division (Business Process Analytics Division, Program Integration Division, Current Operations Division, Training & Professional Development Wartime Analysis Division). Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of Air Force-wide management engineering, manpower requirements, and process improvement programs, functions and activities; participates in providing both technical and administrative direction to subordinate branch chiefs and through them their assigned nonsupervisory employees. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications and mission requirements. Establishes, develops, and maintains effective working relationships with AF/A1M, SAF/MG, other government agencies, and outside organizations, and act as a senior-level forums as an expert consultant and advisor. Represents the division at higher levels within the organization and at conferences with HQ USAF, DOD, and other agencies. Meetings and conferences in many cases are to resolve AF-wide management engineering, manpower requirements, or process improvement matters and to ensure concerted action by involved parties. Serves as an authoritative, recognized authority, applies Air Force Management Engineering (ME), manpower, and Process Improvement (PI)/Continuous Process Improvement (CPI) expertise to render expert advice, and to develop, interpret, and implement policies and procedures to integrate and execute the Air Force world-wide MEP/PI/CPI programs for the Deputy Under Secretary of the Air Force, Management (SAF/MG) & Deputy Chief of Staff for Manpower, Personnel and Services, Headquarters U.S. Air Force (AF/A1M).

  • The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required
  • Twenty-five percent or more of work may require travel away from the normal duty station on military or commercial aircraft
  • Incumbent must be able to effectively make rapid analysis of extremely complex matters and render decisions under short time constraints
  • Must be able to obtain and maintain a Top Secret Security clearance
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations; applying manpower management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy; applying financial management directives, concepts, procedures, guidance, and policy; designing and conducting comprehensive manpower and resources studies and preparing solutions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of management engineering principles, concepts, methodologies, guidance, and organization principles to direct or perform difficult requirements determination studies or projects, and make informed executive-level recommendations and decisions relating to those efforts. 2. Comprehensive knowledge of management engineering program goals and objectives, and how to leverage them to support continuous process improvement and the most effective use of military resources. 3. Comprehensive knowledge of process improvement techniques such as Lean, Six Sigma, Theory of Constraints, Business Process Reengineering, metric/statistical analysis, and process flow charting. 4. Expertly skilled in planning, organizing, coordinating, and directing complex projects in which the boundaries are broad and difficult to determine in advance and developing innovative and feasible solutions to highly complex issues. 5. Expert ability to gather, assemble, and analyze complex data and facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Demonstrated ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
