About the Position: This position performs various budget functions involving the formulation, justification and execution of budgets for organizations, programs or projects. It is located in the Resource Management Office at Fort Liberty, North Carolina.
Duties
Formulate and justify a major segment of the organization budget or a total budget for one or more funds, direct and reimbursable such as Operations and Maintenance, Training Enabler, Base Operating Support, Minor Programs, Civilian Pay, etc.
Execute a major segment of the organization budget or a total budget for one or more funds, direct and reimbursable such as Operations and Maintenance, Training Enabler, Base Operating Support, Minor Programs, Civilian Pay, etc.
Develop detailed programming and financial planning justification and documentation for inclusion in such documents as the Program Objectives Memorandum (POM) and the Five-Year Defense Program (FYDP) budget submissions.
Examine accounting records to review and validate obligations, expenditures, reimbursable orders, requests for allotments, etc.
Make formal presentations of budget information to management and operating officials.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 5% of the time.
- This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Employee must be willing and able to travel in military and commercial aircraft and vehicles.
- Employee may be required to work overtime.

GS-11 Specialized Experience: One year of specialized experience which includes 1) assisting with reviewing budget requests for compliance with rules, regulations, and procedures; 2) assisting with budget formulation; and 3) utilizing financial systems to perform budget administration functions and creating reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience which includes 1) reviewing budget requests for compliance with rules, regulations, and procedures; 2) formulating a budget for an organization; 3) utilizing financial systems to perform budget administration functions and creating reports; and 4) advising on budgetary policies, regulations, constraints, objectives, and funds availability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For GS-12 position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
