About the Position: Serves as a budget analyst supporting the formulation, justification, and execution of one or more major IMCOM Directorate - Readiness (ID-R) programs, Each major program is characterized by a high degree of complexity, requiring analysis of multiple funding sources (operations and maintenance, revolving, investment, etc.) for programs at 24 different installations with varying installation management requirements and supported missions across the world.
Duties
Performs budget analysis supporting the formulation, justification, presentation, execution and/or review of budgets for assigned major funds, programs, organizations or projects using pertinent policies and objectives.
Formulates the assigned portion of the budgetary.
Provides recommendations to the senior analyst and supervisors on programming actions and to request funds for un-programmed current year requirements.
Coordinates with installation budget officers and resource managers to obtain installation specific information regarding assigned programs and local requirements.
Reviews monthly and quarterly financial management reports, including the General Fund Enterprise Business System (GFEBS) to share financial, asset, and accounting data across the HQ IMCOM to ensure proper accountability of funds.
Serves as point of contact for potential anti-deficiency act violations and for other fiscal concerns.
Ensures internal controls are in place to ensure transactions are processed in accordance with fiscal law.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is a Financial Management Level 2 Certified position which requires the incumbent to comply with requirements of this certification program within 24 months of entering the position.

One year of specialized experience which includes budget formulation and execution; reviewing, analyzing, revising, and recommending approval, disapproval, or modification of budget requests and justifications; providing advice on budgetary implications of policy and legislative proposals; developing, justifying, and presenting budget estimates to support goals; preparing budget documents, summaries, and reports; and identifying and analyzing alternative budgetary and program actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
