About the Position: Serves as a Management and Program Analyst in the Directorate of Emergency Services office at Aberdeen Proving Ground, Maryland.
Duties
Plans, develops, and conducts program analyses concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives within complex multi-mission activity.
Develops, maintains, and monitors integrated reporting system(s) affecting programs with interrelated functions and operations.
Communicates information to management for effective evaluation of program operations and milestones.
Analyzes, extracts, summarizes, and identifies significant trends and issues.
Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc., for top-level presentations and briefings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This a TERM position not-to-exceed 5 years.
- A Secret Security Clearance is required.
- A one-year probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: One year of specialized experience which includes: 1) assisting in organizational productivity, quality management, and/or continuous improvement initiatives activities (such as strategic readiness, performance management reviews, commercial activities, suggestion programs, etc.); 2) conducting continuous improvement studies and/or surveys; and 3) participation in project management activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
