Duties

This position will serve as the Supervisory Program Analyst (Branch Chief) for the Program Planning Branch within ESI Business and Operations. This position is responsible for the direct oversight of financial management personnel performing critical business operations such as monitoring, analyzing, and controlling data associated with a portfolio. Develops, recommends and coordinates new or revised policies, procedures, regulations, and guidance relative to business practices. Develops and analyzes financial budget planning scenario submissions, reimbursable support estimates, and indirect cost requirements. Provides senior management briefings and recommendations on resource management subject matter expertise. Responsible for the management of complex financial policies and requirements with a widely dispersed customer and mission base. Performs analysis and interpretation of financial documents and reports, and resolves problems for which no clear precedent exists. Serves as focal point/liaison for all portfolio fiscal year-end issues and appropriation close-out issues. Leads the development and interpretation of the complete planning, programming, and budgeting function, to include budget formulation, presentation, and execution of an annual budget involving one or more appropriations, and specifically includes knowledge and expertise of RDT&E (Research, Development, Test & Evaluation), OPA (Other Procurement Army) and OMA (Operations & Maintenance Army) appropriations. Provides budget advice on the development of program budget requests and related support documentation for the upcoming fiscal year. Competencies include comprehensive knowledge and skill in: - Applying the concepts, principles, laws and regulations of budgeting. - Researching and exploratory development funding, specifically RDTE 6.1 (basic research), 6.2 (applied research), 6.3 (advanced technology development), and 6.4 (advanced component development and prototypes). - Analytical and evaluative methods to assess budgetary changes and recommend adjustments. Ability to communicate effectively with high level management. -Understanding of fiscal law and command policies to complex RDTE and reimbursable programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty (TDY) Travel of up to 25% of the time may be required.
  • Position requires travel on short notice (i.e., less than 24 hours' notice).
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret Sensitive Compartmented Information (SCI) security clearance or access for the duration of employment.
  • This is a Drug testing designated position and the incumbent is required to complete a drug test prior to appointment and periodically thereafter DA Form 5019.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
  • Commensurate with mission requirements, the incumbent can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays.
  • Call back and emergency duty are regular requirements of this position.
  • Supervisory > 25%
  • Supervisory Probation may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service which includes experience in ALL of the following areas: 1) Executing financial and fiscal law, such as working with various funding appropriations and reimbursable funding; 2) Generating, interpreting and analyzing financial reports; 3) Leading a team of professionals by prioritizing/assigning work, assessing performance, and developing subordinates; and, 4) Presenting briefings to senior leadership on the status of current programs.
