Duties
Serve as US Army Garrison Resource Management Officer for the APG multi-mission military installation and satellite activities.
Oversee the total operating budget program consisting of separate and distinct budget programs and appropriations for the APG Garrison and satellite activities.
Identify and evaluate current and long-range program requirements, develops overall and fiscal year program plans and program emphasis, and conducts actual programming, or approving programming proposed by subordinates.
Responsible for the development, coordination, and evaluation of an effective integrated RM program that maintains balance and perspective between various components of the system of financial and general management.
Advise, justify, defend and brief resource strategy and status to Deputy to the Garrison Commander, IMA Regional Office, and other senior leaders.
Plan, direct, and evaluate the work of administrative, technical, and clerical employees engaged in the resource management programs and activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires pre-employment financial disclosure OGE Form 450 upon entry to the position and annually thereafter in accordance with DoD Directive 5500-7-R.
- This is a Financial Management Level 3 Certified position designated as such in accordance with the NDAA 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-13).
