About the Position:
U.S. Army Research Laboratory (ARL) is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. This position is under the Army Research Laboratory Personnel Demonstration Project. It is a DJ-04 Category I pay band which encompasses salary rates from GS-14 Step 01 through GS-14 Step 10.
Duties
Apply knowledge of accounting principles for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (i.e, revolving, non-appropriated, multiyear, and single-year appropriations).
Use Army Financial Management Systems to monitor daily financial transactions, periodic review of abnormal conditions, and monthly monitoring of Dormant Account Review Quarterly (DAR-Q) goals and high interest items.
Execute complex financial operations involving interrelationships between and among systems such as Standard Finance System (Army) (STANFINS), Electronic Document Access (EDA), or General Fund Enterprise Business Systems (GFEBS).
Conduct financial activities essential to achieve accounting program and organizational objectives; and preparing and presenting various financial data, guidelines/policies, and/or best practices.
Serve as supervisor responsible for managing the administrative and technical work of the organization, overseeing projects and programs, identifying and shaping the goals of the organization, and collaborating with others on program accomplishment.
Assign work to team leaders or employees; establishes project goals and priorities; evaluates results; and maintains control through periodic reviews, briefings, reports or observations to identify where adjustments are needed to meet mission goals.

- Position requires Secret Clearance.
- Position requires Financial Management Level 3 Certification. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. It is defined as experience that you possess at the next lower grade level of DJ-03 (GS-13 or higher equivalency) that demonstrates your ability to perform the work of a Supervisory Financial Specialist for consideration at the DJ-04 Cat I (GS-14) or DJ-04 Cat II (GS-14/15 equivalency) grade level, as described below:
1. Experience managing and executing required financial reconciliation activities such as DAR-Q (Dormant Account Review-Quarterly) process (formerly JRP-Joint Review Program)
2. Experience providing managerial accounting advice and guidance on policy, advising on trends, periodic review of abnormal conditions, and accounting analysis.
3. Experience working within government accounting and financial functions - Knowledge of Defense Financial and Accounting System (DFAS) policies and operating procedures is preferred but not required.
4. Experience working with government information systems employed to execute financial operations, such as GFEBS, DCPS, EDA.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
