About the Position: U.S. DEVCOM Army Research Laboratory (ARL) is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. Selection for this position may be made at either the DJ-04 Category II (GS-14 Step 01 through GS-15 Step 10 pay band.
This position will be filled at Aberdeen Proving Ground or Adelphi, MD.
Duties
- Serves as a Supervisory Financial Specialist responsible for managing the administrative and/or technical work of the Management Accounting and Financial Systems Branches.
- Responsible for the management of several financial related programs, evaluation of financial system processes and outputs and interfacing with a widely dispersed financial community including Department of Defense (DOD), Defense Finance and Accounting Service (DFAS), Department of the Army, US Army Futures Command (AFC), and US Army Combat Capabilities Development Command.
- Provides guidance and oversight for interfacing financial applications to include supply purchase, timekeeping, civilian payroll, travel, and any other applications related to systems accounting.
- Responsible for oversight and standardization of organizational accounting processes and financial systems to maintain financial integrity and enhance organizational efficiency.
- Coordinates and integrates functional user requirements across the organization consistent with DOD/Army/DFAS policies, guidance, regulations, and financial management systems.
- Develops or ensures the development of employee performance objectives and conducts or reviews performance evaluations.
- Responsible for sound personnel management, maintaining effective working relationships with employee unions, and implementation of EEO and affirmative action goals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a one year supervisory probation period.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires Financial Management Level 3 Certification. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: To qualify for the DJ-04 position, applicants must possess at least one year of specialized experience at the next lower pay band or grade/level performing the following:
(1) utilizing integrated federal financial management systems such as GFEBS,
(2) resolving critical accounting matters related to financial/budgetary issues,
(3) interpreting new and existing accounting policy & guidance, AND
(4) leading a financial management team ensuring projects goals are accomplished.
This definition of specialized experience is typical of work performed at the next lower pay band or equivalent grade/level position in the federal service DJ-3 (GS-13).
