Duties
Direct the US Army Pacific (USARPAC) theater satellite communications (SATCOM) activities that encompass systems in the extremely high frequency (EHF), super-high frequency (SHF), and ultra-high frequency (UHF) spectrums.
Manage all theater long-haul data transport operational requirements and assist with circuit actions.
Coordinate command operational and programmatic issues.
Develop and integrate the interoperability and eventual deployment of future SATCOM and transport architectures.
Oversee the development and integration of all satellite communications concepts and systems.
Evaluate emerging technologies in SATCOM, command-and-control (C2), position, navigation, and timing (PNT), and advanced SATCOM technology systems development.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the employee be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance.
- Incumbent must be able to obtain and maintain eligibility for access to Special Compartmentalized Information (SCI) for the duration of employment.
- This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program.
- Signing of a DA Form 5019 acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position.
- Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- Must be willing and able to obtain and maintain Country/Theater Clearance per the Foreign Clearance Guide and maintain no-fee passport and Visa.
- Incumbent must be able to obtain any vaccinations and pertinent immunizations and complete any pre-employment screening for country entry.
- Designated Mission Essential Position: Incumbent is required to report for duty during inclement weather, natural disasters, and other emergency situations as directed by the Commander
- Incumbent may be required to remain on duty after the official shift ends, i.e., mandatory overtime, subject to recall to duty. Incumbent must maintain a functioning telephone to aid in contact during recall/emergency situations.
- Designated Key Position: This position has been identified as being a Key Position under the provisions of AR 690-11, Use and Management of Civilian Personnel in Support of Military Contingency Operations.
- Incumbent must be exempted from recall to active duty because of Reserve or retired military obligations.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; 2) managing satellite operations; and, 3) providing advice on satellite communications (SATCOM) and/or end-to-end long-haul voice and data transport architectures (e.g. advanced EHF, non- strategic nuclear forces architectures, APS, MILSTAR I, MILSTAR II, UFO E, UFO EE, WGS, GBS, DSCS, MUOS, UFO tactical satellite, COMSATCOM, FSC programs). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
