About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Provides advice and direction on frequency management procedures and services to USARPAC HQ and Major Subordinate Commands (MSCs), and to two Signal Brigades and their down trace units in the Pacific Theater.
Serves as a Senior staff action officer and Circuit Actions Subject Matter Expert (SME) in the 311SC(T) Operations division.
Works directly with the Defense Information Systems Agency (DISA), DITCO, NETCOM, Combatant Command (CCMD)s, MACOMs, and subordinate Command’s designated Points of Contact (POCs).
Responsible for preparing detailed plans for IT resources and services including long-haul, satellite, and leased circuit actions for 311SC(T) in response to internal and external requests.
Prepares estimate of material costs, man-hour requirements, and monitors and resolves technical problems in the procurement and installation
of circuit related IT systems and services.
Assesses policy needs and develops policies to govern IT activities within the INDOPACOM area of responsibility.
Responsibility for managing and tracking current and future circuits, overseeing the establishment of new information systems and capabilities as well as managing the modernization of existing facilities for the Pacific Theater.
Performs comprehensive frequency assignment research of assigned records.
Ensures DoD frequency records and FCC licenses are accurate, complete and in compliance with national and international standards, policy,
procedures, and practices.
Analyzes and coordinates special Electromagnetic Compatibility (EMC) studies and surveys for improved spectrum use and/or placement of commercial vendor RF emitters on Federal property.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The employee must obtain and maintain a Secret security clearance.
- TDY may be required up to 10%.

Specialized experience would be demonstrated by the Ability to conceive, analyze and administer guidance/opinion that provides subject matter expertise for resolving problems in frequency management interpretations or frequency interference disputes. Knowledge of a wide range of concepts, principles and practices of telecommunication systems and equipment operated by the military, other federal agencies, and private sector which use or impact upon the radio frequency spectrum. Knowledge of military and commercial satellite communication systems in reviewing, analyzing and interpreting network configuration to provide communication links to remote locations.
