About the Position: Serves as an Equal Employment Specialist with the Office of the Administrative Assistant to the Secretary of the Army (OAA), Directorate of Equal Employment Opportunity (DEEO) which services Headquarters,Department of the Army (HQDA). Incumbent will have responsibility for various EEO related programs and dealing with complex and systemic equal employment problems requiring deep involvement in technical personnel and management issues.
Duties
Analyze complaints for technical sufficiency, draft acceptance or dismissal of the complaint, request investigation, and prepare relevant documents.
Prepare the EEO Counselor’s Report and ensuring appropriate closeout of informational processes including data updates in iComplaints or Entellitrak (ETK)
Provide counsel and process individual and class complaints of discrimination, claims of reprisal, coercion, intimidation and harassment using traditional counseling methods within established time limits.
Advise leadership of the essential elements required for directing and managing a Model EEO Program as mandated by EEOC MD 715.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- The incumbent must meet the minimum training requirement of 36 hours of initial training which includes the Army Basic EEO Counselor Course given by the EEO
Officer and receive certification by the EEOCCR within 12 month of entry on duty.
- Incumbent will also be required to complete at least 24 hours of continuing counselor training annually in EEO, civilian personnel management practices, law, and directives.
- Occasional TDY may be required.
- Incumbent must obtain and maintain a Secret clearance.

GS-09
Specialized Experience: One year of specialized experience which includes 1. Conducting intake to support the EEO Interview complaint process; 2. Reviewing reports, taken by management for early resolution of complaint. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources or Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
GS-11
Specialized Experience: One year of specialized experience which includes 1. Processing individual and class complaints of discrimination, claims of reprisal, coercion, intimidation, and harassment; 2. Ensuring complaint files are accurate and complete prior to forwarding to higher headquarters and external agencies; AND 3. Conducting education and training programs to keep the workforce apprised of their rights and responsibilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources or Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12
Specialized Experience: One year of specialized experience which includes 1. Utilizing various Equal Employment Opportunity (EEO) laws, court decisions, regulations, and personnel policies/procedures to identify employment trends and barriers; 2. Evaluating management practices to identify actions or attitudinal barriers that tend to cause allegations of discrimination; AND 3. Advising leadership of the essential elements required for directing and managing a Model EEO Program as mandated by EEOC MD 715. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
