Duties

As a SUPERVISORY EQUAL EMPLOYMENT SPECIALIST at the GS-0260-15 some of your typical work assignments may include: Develops and implements EEO programs in DTRA in a manner that is responsive to and consistent with applicable laws, executive orders, legal precedents and regulations/instructions promulgated by the Equal Employment Opportunity Commission (EEOC), the Office of Personnel Management (OPM), and the Department of Defense (DoD). Serves as a strategic partner on Agency committees and panels comprised of senior management officials concerned with planning, organizing and overseeing the execution of a variety of human resource programs that have a direct and substantial impact on DTRA. Directs the development of DTRA directives, guidelines, and instructions which promulgate these policies, objectives, programs and procedures and assigns responsibilities for their implementation. Serves as the key senior advisor to the Director, DTRA, on matters relating to the AEP, SEP, CPP and MEO programs, providing advice and consultation concerning the continuing affirmative application of Agency-wide equal opportunity policies to all elements of DTRA. Reviews, evaluates, collaborates with and provides advice and assistance to senior officials, managers, and supervisors regarding personnel programs closely related to and vital to the success of the AEP and SEPs, including the Federal Equal Opportunity Recruitment Program (FEORP), the Upward Mobility Program, Management and Executive Development Programs, and Performance Management Programs.

  • Telework Eligibility: This position is an in-person position at Fort Belvoir, VA. Subject to supervisory approval, this position may be eligible for limited, situational telework. This position is not eligible for remote telework.

  • Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Experience serving as an EEO Manager responsible for providing advice and assistance to senior officials, managers, and supervisors, managers regarding personnel programs closely related to and vital to the success of the Civilian Affirmative Employment Programs (AEP) for Minorities, Women and the Disabled; the Special Emphasis Programs (SEPs). Experience formulating, planning, coordinating, managing and directing the development and implementation of affirmative action policies, goals, objectives, procedures, and programs pertaining to the AEP and SEP and has primary responsibility for recommending changes to Agency personnel, EEO, and other pertinent policies. Experience establishing goals and objectives to resolve systemic problems, eliminate underrepresentation in targeted groups, and increase EEO awareness throughout the Agency of the rules, procedures, intent, and spirit of the Federal EEO Programs. Experience developing and implementing internal policies and procedures for complaint processes in accordance with Equal Opportunity Commission (EEOC) and DoD guidelines. Experience conducting studies and analyses of management practices, organizational structures, employment patterns, progression within specific career fields, etc, to determine their impact on EO and upward mobility goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
