About the Position: Headquarters Department of the Army, Diversity and Leadership, Affirmative Employment Program. Located at Fort Belvoir, VA.
Duties
Manage the Agency level efforts to implement major elements of the Department of the Army’s Model Equal Employment Opportunity (EEO) Program.
Develop the HQ Department of the Army Model Equal Employment Opportunity (EEO) program components to include HQDA efforts to comply with federal laws, regulations, and guidelines related to the EEO MD 715 process.
Review the implementation of Army wide policies or equal employment opportunity activities affecting the employment of members of the EEO groups and recommends the level of staffing and funds to be devoted to these programs.
Identify barriers to equal employment opportunity for HQDA and recommends changes in Agency policies and practices to eliminate those barriers and enhance the employment opportunities for members of EEO groups.
Advise the Deputy Assistant Secretary of the Army (DASA) Equity and Inclusion, staff principals and management at all levels, and key stakeholders and officials concerning employment policies and practices that effect equal employment opportunity.
Analyze the Army civilian workforce, which consists of civilian employees, to identify particular occupations, organizations and lines of progression on the inclusion and participation rates of the Army and its subordinate components.
Provide formal feedback and advisory services to evaluated organizations on the full range of federal EEO services and requirements.
Plan and organize assigned workload, reviews progress, performs supervisory personnel management tasks, assigns work and delegates authority.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require occasional temporary duty (TDY) travel at up to 25% of the time.
- Must be able to obtain and maintain a Secret security clearance.

Specialized Experience: One year of specialized experience which includes develop Equal Employment Opportunity (EEO) strategic plans or reports; evaluate civilian workforce and employment matters relating to the EEO program; and implement EEO programs to support organization's employee program objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
