You will serve as a Waterfront Operations Resource Manager in the WATERFRONT OPERATIONS DEPARTMENT of SOUTHEAST REG MAINTENANCE CTR SERMC.

Duties

You will provide daily oversight and management of contracts with public and private shipyards and repair facilities for repair, alteration and modernization of Naval Ships, boats and craft. You will counsel, advise, coach and/or direct employee in daily execution of work-related functions. You will be responsible for timekeeping, managing personnel leave schedules, and communicating command and departmental policy and procedures. You will carry out Equal Employment Opportunity (EEO) policies and communicates support of these policies to subordinates. You will plan and coordinate work to be accomplished by subordinates, sets and adjusts short- and long-term assignments, priorities and goals. You will participate in conferences, briefings, and decision-making meetings. You will establish and maintain effective work relationships with Maintenance Team Supervisors and Class Team Leaders (CTLs). You will be directly responsible to the Code 300 Waterfront Operations Manager for the training, certification and career progression of the department’s Shipbuilding Specialist (SBS) workforce. You will develop and facilitate new employee orientation and introduction to certification and qualification requirements.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position also requires computer training and operation of Navy unique programs/systems.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge of ship repair/shipbuilding procedures, overhaul, production, process, quality control and management methods, and ship repair facilities and capabilities. Experience performing basic plans such as layouts, compartments and access, general arrangements, schematics of piping systems, aviation facilities, etc., on ship classes assigned to SERMC. Thorough knowledge of SERMC's organization, structure, and mission, including requirements, policy, and procedures established to meet command mission and goals. Experience applying personal management and labor relations theories, principles, and practices, to include Laws, Executive Orders, the Collective Bargaining Agreement (CBA), and other regulations, policies, and concepts pertaining to Federal Labor relations. Knowledge of the operations of the Waterfront Operations Department, including thorough knowledge of Navy Maintenance Database (NMD), Microsoft Office, SharePoint, Teams and TA&R Experience providing guidance and advice to management on the implementation and application of the SERMC/MRMCC CBA.
