You will serve as a MARITIME OPERATIONS CENTER EXECUTIVE DIRECTOR in the US FOURTH FLEET, US NAVAL FORCES SOUTHERN COMMAND of US FOURTH FLEET.
Duties
You will serve as the principal advisor to the MOC Director and Commander on all matters pertaining to execution of fleet operations in fulfillment of Chief of Naval Operations (CNO) Title 10 responsibilities to man, equip and train the fleet.
You will provide tactical and operational level planning and execution of maritime operations in support of the commander's Joint Force Maritime Component Commander (JFMCC) and Navy Component Commander (NCC) duties and responsibilities.
You will prepare and present flag officer and SES level briefings, to include Chief of Naval Operations, Joint Staff, Office of the Secretary of Defense and USSOUTHCOM.
You will oversee fleet operations through management and direction of the Fleet Command Center.
You will direct, coordinate and supervise the efforts of the MOC in all matters pertaining to the operational planning and the operational and tactical control of maritime forces and operations.
You will direct the development, review and preparation of plans, operation orders, and directives required for the Commander to execute his or her mission of support to Combatant Commanders.
You will supervise the preparation of directives required for JFMCC missions.
You will serve as a MOC Representative at International and Interagency meetings and conferences and as a Navy operations subject matter expert.
You will assist current Operations Director in the operation of the Command Center in execution of the command's functional responsibilities as the Service Component for Commander U.S. Southern Command (USSOUTHCOM).
You will lead no less than eight (8) O-5 and O-6 military Directors for Fitness Reports and Higher Level Reviewer for seventeen (17) civilians, GS-11 thru GS-14, for performance planning and appraisals
You will provide input to the Chief of Staff and N1 Manpower and Personnel Director for MOC civilian human capital specific issues.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Senior leadership experience leading operational teams within a Navy Maritime Operations Center (MOC).
Extensive experience preparing and delivering flag officer and SES level briefings to Chief of Naval Operations, Joint Staff, OSD and CCDRs.
Expert knowledge of U.S. National Security strategies and subsequent USSOUTHCOM guidance and plans.
Possess detailed knowledge of the Unified Command Plan, Joint Operations Planning and Execution System, Joint Strategic Capabilities Plan, Unified Action Armed Forces and Forces for Unified Commands.
Expert knowledge of national maritime strategy/policy, and joint/component planning requirements.
Expert knowledge of CJCS exercise program and execution.
Expert knowledge of Defense Support of Civil Authorities (DSCA) policies and procedures.
