You will serve as a Waterfront Operations Manager in the Waterfront Operations (WFO) Department (Code 300, WFO Manager, (Code 300A), of SOUTHEAST REG MAINTENANCE CTR SERMC.
Duties
You will plans, organizes, coordinates, supervises, and directs the work of approximately 120 personnel through subordinate supervisors.
You will be the principal consultant and advisor on all matters related to the efficient operation and management of the Waterfront Operations Department.
You will plan and execute the WFO departmental budget, optimizes resources, and serves as a voting member on the SERMC Position Management Board.
You will plan, assign and review work to be accomplished by subordinates, set and adjust short-term priorities, prepares schedule for completion of work, and authorizes overtime, when deemed necessary to achieve department goals.
You will give advice, counsels, and instructs employees on work and administrative matters.
You will identify developmental and training needs of employees, mentor, coach, and provide support for workforce development opportunities.
You will establish maintenance and modernization requirements for all non-nuclear surface ships home-ported in, or transiting through Mayport and assigned area of responsibility.
You will reconcile requirements with available Type Commander Resources and defend requirements to Commander Navy Regional Maintenance Center (CNRMC) and USFF.
You will establish and maintain effective working relationships with other organizations in the planning and execution of ship maintenance and modernization.
You will manage, supervise, and administer the planning execution, and evaluation of all maintenance work on assigned ships.
You will oversee and evaluate all maintenance and repair work on assigned ships.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to successfully complete a pre-appointment physical examination.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience and expert knowledge of complex maintenance and repair processes, pertinent engineering and Quality Assurance (QA) concepts, principles, methods, techniques, and practices applicable to a full range of marine engineering duties.
Experience managing and supervising lead military and civilian personnel through subordinate supervisors.
Experience and expert knowledge with respect to production
capabilities, procedures and techniques, and repair processes of both private and public shipyards. Knowledge of advance planning concepts for maintenance availabilities.
Experience and expert knowledge of contracting methods, processes, policy and procedures.
Experience planning, organizing, meeting deadlines under extreme pressure and demonstrating an ability to work with others, suggesting and applying new methods for continuous improvement.
