You will serve as a SECURITY COOPERATION SPECIALIST at US NAVAL FORCES SOUTHERN COMMAND US FOURTH FLEET.
Duties
You will manage and input reports and observations of Security Cooperation activities in Socium.
You will review, interpret, and ensure compliance with publications, instructions, notices, local directives, and changes to Socium applications and requirements.
You will manage groups, events, reports, observations of Security Cooperation activities and country information in Socium.
You will coordinate with event owners throughout the Navy to support cross COCOM’s events involving partner nations from USSOUTHCOM AOR.
You will manage and track financial and personnel resources and data within Socium to ensure accurate tracking, reporting, and budgeting.
You will provide status reports to the Senior Maritime Planning Group (SMPG) and other command working groups, and planning teams.
You will participate in the development and annual review of USNAVSOUTH’s Component Campaign Support Plan (CCSP) to USSOUTHCOM’s Theater Campaign Plan (TCP).
You will review, validate and report the Socium build for all naval activities in the AOR.
You will consolidate data into the appropriate tables and/or phases plan matrix and validate applicable intermediate military objectives.
You will provide guidance and assistance to departmental representatives during activity build.
You will represent USNAVSO/FOURTHFLT at USSOUTHCOM working groups, conferences and meetings.
You will review and maintain the USSOUTHCOM Socium Accuracy report on a weekly basis.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience fostering and sustaining cooperative relationships with international partners.
Experience preparing and delivering clear, concise and effective oral reports and presentations regarding data entered into SOCIUM for both U.S. and foreign personnel.
Experience with USSOUTHCOM Theater Strategy, Theater Campaign Plan, the Chief of Naval Operations Maritime Security Cooperation Strategic Guidance, and the COMUSNAVSOUTH Maritime Campaign Support Plan.
Experience conducting deliberate and crisis planning; to include applying selected unilateral, bilateral, or multi-lateral task force capabilities against selected mission criteria.
Experience with foreign disclosure stipulated by National Disclosure Policy (NDP-1 and directives (DoD Directive 5230.11, AR 3850-50) on visits by foreign nationals, foreign government requests for CMI or CUI, and certification of foreign liaison integrated personnel.
Experience with the use and application of the Foreign Visit System Software application tool.
Experience with policies and actions regarding strategic and regional arms control, and deployment with assigned foreign disclosure and technology security determinations.
