This position is located in the Department of Homeland Security (DHS), Science and Technology Directorate (S&T).
The primary purpose of this position is to oversee analysts who perform assignments and accomplish goals associated with the implementation and oversight of a major financial accounting system and will serve as the principal technical authority providing advice and guidance on a wide range of information technologies.
Non-BU: This is a non-bargaining unit position.
Duties
As a Supervisory Financial Systems Specialist, GS-0501-15, your typical work assignments may include:
Assisting the Director and Deputy Director with financial systems and program management responsibilities and performs complex assignment requiring significant depth and breadth of knowledge associated with the following specialty areas: Systems Implementation and Project Management, Functional and Technical Design Management, Data Conversion and Data Management, System Interface and Integration Management.
Directing and controlling multiple projects varying in scope and size in software analysis, design, and development for implementing new or significant enhancements to existing financial accounting systems.
Overseeing a functional/technical team to complete designs based on approved accounting system requirements.
Overseeing and leading the Data Management team to develop strategies for migrating master and transactional data from legacy to new financial accounting systems.
Overseeing the identification and documentation of data anomalies and develops plans for data correction and cleansing.
Managing the interface control teams to identify and document component -owned systems required to interface or integrate with the financial accounting system.

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: 1) Performing the full range of supervisory duties (i.e. assigning work, setting priorities, evaluating performance, recommending personnel actions, etc.); 2) Overseeing the planning, execution, and governance of projects to ensure successful delivery of the product; 3) Providing technical programmatic guidance and analytical support for reporting requirements of financial tools and systems; 4) Performing long range program planning of resource requirements in order to meet program needs and comply with regulatory requirements.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
