Duties
Program manpower billets in the Future Years Defense Program (FYDP), to include the oversight of resource transfers (via OSD Memorandum of Agreements) between DHA, the military Services, and other Federal Agencies such as the Public Health Service.
Plan, develop, and conduct analysis of DHA manpower and organizational resources, to establish and maximize the efficiency and value of missions and functions performed by the DHA world-wide.
Manage controls, and implement manpower management programs, concepts, studies, and processes such as productivity improvement, capital investment, commercial activities, internal control and other efficiency and effectiveness initiatives.
Supervise and Lead the Manpower and Organization Manpower Management Branch in the execution of an efficient, highly accurate manpower program. Interview candidates and recommend selections, awards, changes in classification, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of
employment. A background investigation and credit check are required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

Specialized Experience: One year of specialized experience which includes leading a team of DoD manpower experts validating changes in manpower requirements, developing briefs of organizational changes to Senior leadership; and working as a primary action officer and/or team lead on special projects regarding manpower requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
