About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Center of Excellence - G8 at Fort Eisenhower, Georgia.

Duties

Analyzes planning, programming, and budgeting policies, procedures, issues, and guidance to determine impact on assigned programs. Develops and coordinates objectives, plans and procedures to effectively aid in the allocation and management of command resources. Analyzes and evaluates available systems and data in the development of all studies used to improve business and management practices for application to organization programs or operations. Monitors program activities as they are executed to identify specific costs, program accomplishments, obligation rates, and program shortfalls. Develops and coordinates resource estimates to support the CCOE and Training and Doctrine Command (TRADOC) POM submission Assists in the management of the overall support agreement program. Advises the Support Agreements Manager (SAM) and other management staff on agreement issues, and decisions required in developing and managing support agreements. Serves as a Management Analyst with responsibility for performing assigned Programming analysis functions for future year funding. Participates as a team member identifying resources required to support varied levels of program operations Provides written work for Command Group signature that has direct and profound impact on the organization, e.g., MOA/MOU's delineate command relationships, service agreements commit resources

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Coordinating objectives, plans and procedures to effectively aid in the allocation and management of command resources, 2) Evaluating methods to analyze problems of costing training and probable effects of alternative solutions, techniques, and processes to produce new or improved business and management practices, 3) Maintaining a wide range of personal contacts including management officials of the installation, supported tenant activities, and higher headquarters. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: any major field of study. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
