About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command Technical Warfare Center at Fort Meade, Maryland.
Duties
Performs various budget/programming functions involving the analysis, formulation, justification, and/or execution of budgets and program within Army Cyber Technology and Innovation Center (ArCTIC), ARCYBER's Designated Laboratory.
Manage directorate budget submissions in relation to assigned technology projects.
Performs a wide range of administrative and analytical duties in the formulation and presentation of budget and program estimates.
Track requirements, participate in requirements validation process to alert key leaders to the cyber capability developments and to meet command requirements.
Monitors, manages, and provides guidance in the execution of all Division expenditures and purchases to include, but not limited to supplies, travel, training, and contracts.
Manages the budget and acts as Organizational Defense Travel Administrator (ODTA) for all Division Defense Travel System (DTS) transactions and provides guidance and leadership for budget related DTS issues.
Analyzes regulations, directives, and requirements placed by Headquarters Department of the Army (HQDA), USCYBERCOM, or DoD regarding reporting progress.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must obtain and maintain a Top-Secret security clearance with Sensitive Compartmented Information (TS-SCI).
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military Affairs Desk Officer (MADO) Security In-Processing (SIP) process.]
- Requires approximately 25% TDY.
- May be required to work flexible schedule to include weekend and holidays.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) coordinate in-depth analyses and review and evaluations of cyber capability development programs and activities (2) performing a wide range of administrative and analytical duties in the formulation and presentation of budget and program estimates (3) manages the execution of all expenditures and purchases to include, but not limited to supplies, travel, training, and contracts, utilizing the General Fund Enterprise Business System (GFEBS); (4) coordinates collaborative efforts in Cost Benefit Analysis (CBA) for the TAA process.
