This position is located in the Management Directorate, Office of Human Capital & Training, Human Resources Operations Center -HROC. As an Human Resources Employee Support Services Chief, you will manage a team of Human Resources supervisors and staff in all HR functional areas and support collaborative activities aimed at promoting a positive and balanced healthy work environment as we work towards achieving USCIS goals.

Duties

Advises senior executive leadership on benefits management & administration, retirement planning and analysis, performance management and personnel processing, records, timekeeping and leave administration to strategize meet mission requirements. Share responsibility for the management and technical direction of Human Resources Employee Services including Benefits Administration and Retirements and Processing Records and Timekeeping. Organize work, set priorities, determine resource requirements; establish short and long-term goals and strategies, monitor progress, and evaluate outcomes for efficient and effective delivery of HR services. Serve a as a technical Human Resources consultant on continuously evolving HR projects and programs with national impact. Provide input and insight during the development and implementation of policy related to operational human resources services within USCIS. Maintain close partnerships with headquarters and field representatives to gain insight and maintain awareness of agency-wide priorities so that HR operations is successfully prepared and equipped to provide customer focused support. Guide all aspects of USCIS Operational human resources delivery in accordance with Office of Personnel Management (OPM) framework and standards, and associated DHS Office of Chief Human Capital Officer requirements. Assume a full range of delegated managerial and supervisory authorities and build upon a culture of collaboration and continuous improvement and enhanced customer service in the human resources program. Provide technical and administrative oversight to subordinate supervisors and staff.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/03/2025. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 02/03/2025. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Serving as a technical expert at least two or more of the following human resources functions: (1) benefits administration and retirement consulting/processing, (2) performance management and awards, (3) employee personnel processing life-cycle and records or (4) leave administration and timekeeping management; Developing and recommending long range Human Resources programs and strategic planning to facilitate the accomplishment of organizational goals and objectives resulting in a culture of continuous improvement and enhanced customer service; Serving as a technical Human Resources consultant to higher level leadership and subordinate staff in managing the integrated human resources functions of benefits administration, retirement analysis and planning, personnel processing, and timekeeping administration; Ensuring oversight and knowledge of change management principles, strategies, and techniques required for effective planning, implementation and evaluation with minimal disruption to business operations; Successfully leading, managing and directing work through subordinate supervisors while holding self and others accountable for measurable high-quality, and timely results with established protocols.
