This position is located in Management Directorate, Office of Human Capital and Training, Labor and Employee Relations Division. As a Human Resources Specialist (Employee and Labor Relations), you will provide labor and employee relations advisory services to managers on a wide range of issues including negotiation and administration of labor agreements and employee conduct, performance, and dispute resolution.

Duties

Apply advanced labor relations principles, concepts, and practices, including non-traditional collaborative approaches such as labor management partnerships, alternative dispute resolution, and interest-based bargaining. Assess the potential impact and precedent-setting implications of pending disputes before third-party authorities. Serve as a technical advisor in labor and employee relations, providing advice and guidance to multiple clients on a wide variety of matters, and contributing to the development of agency policy in labor and employee relations. Apply advanced employee relations principles, concepts, and practices to provide support and understanding to agency supervisors on policies and practices that promote acceptable conduct and performance. Provide advice, assistance, and guidance to supervisors, managers, and employees on complex and sensitive issues. Conducts comprehensive studies to develop responses to management on new requirements in program operations, legislation, or USCIS regulations. Studies or projects may be conducted in order to meet departmental, OPM, GAO, DHS, or USCIS requirements. Analyze and solve complex and sensitive issues, such as those involving apparently conflicting laws or vague and untested areas of case law where policy decisions and case strategy guidance may impact the agency. Resolve unfair labor practice charges and complaints, arbitrate grievances, resolve negotiability issues, and ensure conformance of labor agreements with applicable laws.

This announcement is issued under the Direct Hire Authority to recruit for positions for which the Department of Homeland Security, U.S. Citizenship and Immigration Services, has a critical hiring need. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Providing advice, assistance, and guidance to supervisors and managers on complex and sensitive issues related to federal personnel laws, regulations, policies, and management of poor performance and misconduct. Researching and applying broad labor and employee relations concepts, principles, laws, practices, policies, and regulations in order to provide guidance and input into agency processes, procedures, policies, and directives. Coordinating with multiple stakeholders and senior levels of management in the execution of labor and employee relations related tasks, which are commonly time sensitive and complex, with tact, courtesy, and diplomacy. Drafting legally sufficient letters of counseling, letters of reprimand, disciplinary and adverse action proposals and decisions, and grievance responses.
