This position is located in Management Directorate, Office of Human Capital and Training, Labor and Employee Relations Division. As a Supervisory Human Resources Specialist (Labor and Employee Relations), you will be providing LER support to executive level agency leadership and overseeing the LER specialists that support the Directorate and Program Office management staff at USCIS headquarters.

Duties

Provide direction, consultation, advice, and support to USCIS’ senior leadership regarding employee relations, labor relations, union contract interpretation, disputes, and other labor relations processes. Assure adherence to, and implementation of collective bargaining agreements, supplemental agreements, and memorandums of agreement in the USCIS’ headquarters operations. Oversee the investigation and documentation of union grievances and other contractual matters through the grievance and settlement process for the USCIS’ headquarters operations. Coordinate with other HR functions and/or higher agency levels to analyze and solve particularly complex and sensitive problems and/or issues. Advise agency senior leadership on appropriate disciplinary or other corrective techniques to respond to a range of conduct and performance problems. Direct and oversee the work of the LER Headquarters Operations branch, managing a team of supervisory direct reports. Conduct performance evaluations for subordinate supervisors and serve as the reviewing official for performance evaluations of non-supervisory employees rated by subordinate supervisors. Develop and coordinate effective communication of agency-wide and large-scale operational labor agreements to managers and supervisors at all levels of the agency. Draft and deliver communications related to LER for, and on behalf of, agency senior leadership to union representatives and agency employees.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 11/22/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 11/22/2023. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Serving as an agency or organizations' senior labor and employee relations specialist, advising executive level leadership on union contract interpretation, disputes, grievances, and other contractual matters. Supervising subordinate supervisors responsible for overseeing the execution of an operational unit whose work has agency-wide or organization-wide impact. Overseeing and/or preparing, presenting and defending an agency or organization's technical position before third-party arbiters. Reviewing, interpreting, and ensuring an agency or organizations' labor and employee relations policies and agreements are legally compliant with applicable federal and state regulations. Coordinating with other human resource functions and/or higher agency or organizational levels to analyze and solve particularly complex and sensitive problems and/or issues, such as those involving potential conflict of law or requirements.
