This position is located in Management Directorate, Office of Human Capital and Training, Talent Management and Development Labor and Employee Relations Division. As a Human Resources Specialist (Labor and Employee Relations), you will provide clerical, technical, and administrative support, and a variety of liaison activities supporting the mission and functions of the LER office.

Duties

Serve as the point of contact for fielding and responding to data calls from the LER Division, Regional Offices, HQ functional stakeholders, and DHS. Responsible for records retention and disposition. Monitor administrative functions and transactions, and prepare a variety of reports utilizing various databases and automated systems. Serve as the office's subject matter expert on LER's case management system. Conduct research in support of the advice and guidance rendered by LER Specialists to clients, including, but not limited to, case law research, trends, and data analysis. Prepare weekly reports of open and active cases. Draft letters and correspondence to entities/individuals external to LER such as the Federal Labor Relations Authority (FLRA), Federal Services Impasses Panel (FSIP), and Arbitrators. Establish and execute new employee on-boarding requirements. Maintain the Region's ECN page(s) and shared folders.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 11/10/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 11/10/2023. GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Gathering background information in matters relative to disciplinary and adverse actions. Maintaining case files and documents in support of actions. Preparing reports utilizing various databases and systems. Drafting letters and correspondence. OR GS-09: You may substitute a Master's degree or two full years of graduate education leading to such a degree in any field or a J.D. or LL.B. for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education.
