Duties

Serves as a senior staff officer advising the Director, MCDID and senior leadership on both matters pertaining to contracting policies and procedures consistent with the Federal Acquisition Regulations and all financial transactions that occur within the organization as well as AFC and FCC policies and procedures for contract requirement approvals as outlined in appropriate AFC and FCC regulations. As MCDID's primary specialist for overseeing the organization's contract activity and is the POC between the organization, the Resource Management Office responsible for acquisition management oversight, senior AFC and FCC oversight staff, and servicing Contract Offices. Assists MCDID's Director, Deputy Director, Division Directors and Army Capability Managers (ACM) with technical expertise in developing Acquisition Requirements Packages (ARP) documentation for requirement approval and contracting documentation such as performance work statements and performance requirement summaries for coordinating with the Army Contracting Command (ACC), Mission Installation Contracting Command (MICC) or other servicing Contract Offices. Interprets and provides guidance to management on all matters pertaining to contracting policies and procedures received through contracting channels, monitoring ongoing contracts, and advising on ARP regulatory guidance. Manages the MCDID contract oversight office to ensure all Alternate/Supporting CORs are properly trained, qualified and support all documentation and surveillance requirements.

Requirements

  • Practitioner Career Level Certification must be met within 5 years.
  • Advanced Career Level Certification must be met within 4 years.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • This position requires 10% TDY.
  • This position requires a financial statement.
  • This position requires a SECRET clearance.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the Certain Hard to Fill or Direct Support Positions to recruit and appoint qualified candidates to positions in the competitive service. This position is covered under an alternative personnel system known as the Army Futures Command (AFC) Science and Technology Reinvention Laboratory (STRL) Demonstration Project. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position, DE-3, CAT 1 incorporates GS-12 step 1 through GS-13 step 10 grade and salary levels. The full-performance level of this position is DE-3. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) providing advisory on acquisition and contracting strategies; 2) analyzing contracts and providing in-depth assessments and recommendations coordinating contract management program documentation; 3) collaborating with program analysts on budget forecasts and long-range financial plans; and 4) utilizing financial systems such as GFEBS, PIEE to extract data needed to generate reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service DE-2.
