This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Oversee HR and Manpower functions ensuring compliance with organizational requirements.
Review travel vouchers and provide operational support, ensuring timely processing and adherence to policy while resolving any discrepancies.
Manage the Table of Distribution and Allowances (TDA) to align staffing levels with organizational needs and optimize workforce allocation.
Lead and guide a team in performing HR and manpower related functions, prioritizing task, and ensuring efficient completion of objectives.
Provide leadership in a dynamic environment, resolving conflicts and adapting strategies to changing priorities and evolving organizational needs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Secret security clearance
- Temporary Duty Travel (TDY) required 25% of the time
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
Qualifications
About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 10 in the broadband. This position is covered by control points to account for variances in position responsibilities within the broadband. The Control Point for this position NH-03 Lead Program Analyst is $101,401 to $156,755 including locality at the rate of 33.94%. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.

Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service which includes: 1.) Experience using HR systems such as EMPRES, Autonoa, and/or DCPDS; 2) Leading teams or programs by prioritizing task, optimizing workflows, and/or addressing training needs to improve efficiency; 3.) Evaluating performance and/or identifying gaps to drive improvements; and 4.) Collaborating with external offices to fullfil requirements.
