This position is located in the Wireline Competition Bureau, Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

Responsible for the administration and program management operations of the Bureau. Supervise a staff of Administrative Management Specialists. Plan work to be accomplished by subordinates; assign work to subordinates based on priorities; evaluate work performance of subordinates; give advice, counsel, or instruction to employees on both work and administrative matters; interview candidates for positions in the unit and recommend promotions and; hear and resolve complaints from employees.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.   Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service. Required Competencies: Individuals must have experience demonstrating each of the four competencies listed below. Administration and Management Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Personnel Management: Knowledge of the laws, regulations, and agency policies regarding public notice of vacancies; knowledge of the techniques for creating effective job opportunity announcements, and handling a variety of human resources actions. Employee Development Knowledge of employee development concepts, principles, and practices related to planning, evaluating, and administering training, organizational development, and career development initiatives. Oral Communication Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. To qualify for the GS-14 position, you must possess one year of specialized experience at or equivalent to the GS-13 grade level in Federal Service. Examples of specialized experience for this position includes performing at least three or more of the following: human resource management; space and planning management; budget analysis; COTR responsibilities; management analysis (i.e., studies, reports). PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
