Duties
You will serve as a Team Lead providing guidance and direction to civilian and contract support team members in the development, implementation, promulgation and monitoring of Department of Defense (DoD), Department of the Navy policy and guidance.
You will advise leadership concerning SC/SA/FMS policy goals and objectives; development of resource estimates and review/monitor resource allocation for assigned programs.
You will ensure that proposed and implemented policies and procedures are in accordance with DoD, DON and Navy IPO objectives.
You will serve on a variety of functional boards and committees, and / or liaison with DoD, DON, other federal agencies and Navy IPO personnel.
You will report to supervisors and leadership concerning the accomplishment, progress, and barriers related to team goals and tasks.
You will conduct presentations and briefings at the Flag Officer, SES level within DoD, DON and organizational levels.
You will lead collaboration across the Maritime SC / SA enterprise to include SYSCOMs and Program Offices.
You will provide general and specific management oversight of team members in the Branch regarding assigned programs and tasks, to ensure effective implementation and consistency with existing policies on a long-term basis.
You will apply knowledge of ongoing process improvement and IT modernization efforts to policy development and continuously monitors overlap between efforts.
You will analyze, coordinate and recommend revisions to DoD, DON and Navy IPO initiatives and policies for SC / SA and FMS programs.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Acquisition Work Force (AWF) members must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) requiring a Program Management, Practitioner acquisition certification.
- The incumbent has 60 months to earn this certification in accordance with DoD Instruction 5000.66
- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW 2.0 Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: EXPERT.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band NH-III in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with US legislative, statutory policy and directive guidance pertaining to Title 10 Security Cooperation programs and Title 22 Security Assistance programs. Experience communicating effectively and interacting with senior levels within the organization. Experience with DoD and DON SC/SA systems and cognizant organizations and associated acquisition processes, regulations, and procedures. Experience of DoD and DON Information Technology systems used to facilitate SA and FMS. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment
