You will serve as a SUPERVISORY PROGRAM ANALYST (HOUSING) in the HOUSING PROGRAMS (N93) of COMMANDER - NAVAL INSTALLATIONS.
This position is the Deputy Housing Director, responsible for developing business plans and directives that support readiness by providing unaccompanied and accompanied Sailors with suitable, affordable, and safe housing in the community, Public-Private Venture (PPV) housing, or Government managed housing.
Duties
You will develop and recommend and/or implement corrective measures, changes and improvements.
You will assess and investigate problems in any or all management phases.
You will develop projections and plans for maintenance, renovation, repairs, asset management, portfolio management, customer services, etc.
You will respond to Inspector General, audit agencies, and Congressional and GAO inquiries and reports.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying problems, probes causes, analyzes for possible solutions, and selects administrative, technical, and financial courses of actions to resolves significant program issues related to Housing; 2) Establishing targets, performance metrics, standards, and quality assurance criteria for the evaluation and accomplishment of housing functions. 3) Administering and directing the development of performance measurement and benchmarking programs and of systems to assist in collection and analysis of performance measurements. 4) Overseeing program management performance across the Housing enterprise worldwide to improving the effectiveness of a Housing Program policies, operations, and services.
