You will serve as the Senior Program Analyst in the Public Works (PW) Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters.

Duties

You will provide centralized analysis to integrate resources - including funding, personnel, and data - across all Public Works functional divisions in order to maximize efficiency and increase efficacy of Public Works. You will conduct studies, data analyses, strategic planning initiatives, and process improvements to provide avenues for significant resourcing efficiencies and effective results throughout the PW Directorate. You will plan work of subordinates as well as setting and adjusting short-term priorities, taking into account the difficulty and requirements of the assignments and the capabilities of available employees. You will assist in the optimization of resourcing strategy and allocation decisions during the Planning, Programming, Budgeting, and Execution System (PPBE) cycle. You will use expert knowledge of the Program Objective Memorandum (POM) process, FYDP changes, and prior execution of PW products and services to advocate for sustained or increased resourcing of PW requirements in future years.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Developing and executing budget allocations to ensure resources are balanced across multiple geographically dispersed organizations; 2) Analyzing operational data and presenting findings and recommendations to leadership for planning and allocating resources; 3) Leading workforce management, staffing and recruitment, community management, talent management strategies, and mandatory training requirements; 4) Recognizing and influencing high level objectives, strategic planning, and process improvements; and 5) Leading meetings, recording/tracking deliverables, preparing/delivering briefings, and communicating to stakeholders.
