This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the Chief Information Officer, located in Atlanta, Georgia, Rockville, Maryland, and Washington, District of Columbia.
Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
Duties
Identifies and develops internal guidelines and processes to improve and maintain an audit resolution tracking and budget reporting system for IT systems development, funds obligations, budget, and cost centers revenues.
Evaluates organizational business processes from a financial perspective and provides sound advice regarding potential improvements to business, accounting systems, and operational processes.
Provides leadership, direction and expert advice on budget formulation, execution and the development of fiscal year and multi-year budget projections.
Reviews financial documents and budget reports to ensure that they are in accordance with regulations, charged to the applicable appropriation and that funds are available to cover obligations.
Formulates the office’s vision, strategies, and leads development of organizational objectives, performance metrics, and other evaluation criteria.
Provides expert financial management advice and consultation to staff of subordinate organizations regarding financial management, accounting, and funds control.
Collaborates with the CIO, and OCIO Management Team to establish and articulate OCIO policy, acquisition strategies, strategic organizational priorities, and operating principles.
Routinely briefs high-level officials, develop responses, correspondence, drafts congressional testimony, and prepares background information relating to program management and acquisitions.
Develops and presents oral and written presentations.

Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience:GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service that includes the following:
Performing budget formulation as a service provider under a revolving fund including developing cost models and/or rates for services.
Issuing invoices, forecasting recovery, and calculating mid-year adjustments.
Performing budget development, financial planning and analysis, and manpower trend analysis.
Advising senior officials on legal, financial, national security, or policy implications on financial transactions.
Writing budget narratives and/or justifications.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
