The primary purpose of this position is to serve as the Chief, IT Operations & Maintenance for the Special Operations Forces Planning, Rehearsal and Execution Preparation (SOFPREP) Branch under USSOCOM J3 T&E. Supervises Data Management government lead and oversees all IT related tasks conducted by four separate contract IT teams.

Duties

Duty 1: Provide expert leadership, management and technical oversight for SOFPREP's two geographically separated data centers and four separate IT teams. Duty 2: Conduct project management operations for all SOFPREP information systems. Duty 3: Overall responsibility for the purchase, maintenance schedules, and accountability of over 25 million dollars of IT equipment and an operating budget of over 8 million dollars. Duty 4: Oversee the operation of all information assurance (IA) support to highly complex information systems. Duty 5: Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. ***Salary Ranges includes local market supplement*** In order to qualify, you must meet the education and/or experience requirements described below. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. Specialized Experience: I have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND I have the quality level of experience, which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. My experience includes expert knowledge of a wide range of concepts, principles, and practices in IT and skill in applying this knowledge to difficult and complex work assignments; thorough and detailed knowledge of and skill in applying analytical and evaluative techniques for developing new or modified IT work methods, approaches, or procedures; and to identify, evaluate, and recommend solutions to complex issues and/or problems; knowledge of contracting principles and processes to include developing statements of work; mastery of IS management to ensure LAN/WAN activities, telecommunications, and client systems are developed and managed to respond to GEOINT collection, production and dissemination needs and proficient in software engineering methodologies, commercial off-the-shelf (COTS) software and government-owned software (GOTS) integration activities, testing, planning and execution, performance measurements, configuration management, and life-cycle support. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Advanced knowledge of a wide range of past, current and emerging information technologies for operational, maintenance and sustainment activities, policies, concepts, methods, and techniques related to information systems supporting the creation of GEOINT and 3D scene visualization products as well as the execution of mission command training and distributed mission operations. 2. Knowledge of IT systems analysis and internet concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems in addition, applications software projects; and to design, test and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure. 3. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols. 4. Knowledge of Intelligence Community (IC), and national-level regulations, policies, guidelines, and requirements related to contract support/assurance, and procurement to include the Federal Acquisition Register (FAR), Defense FAR Supplement for acquisition, and Contracting Officer's Representative or Technical Monitor support. 5. Skill and experience applying analytical and evaluative techniques to identify/investigate/resolve issues/problems associated with contract support as well as modifying standard practices and techniques. 6. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
