The primary purpose of this position is to serve as a supervisor/flight director, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 39th Information Operations Squadron (39 IOS). *** Salary ranges includes local market supplements ***

Duties

Plans, organizes, and directs the activities of 39 IOS, ensuring that the system training flight complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the 39 IOS with a variety of installation and functional area organizations. Leads major projects and/or phases for broad and varied operations. Leads very complex, difficult studies/evaluations on an individual basis or as a team member/leader responsible for the completion of phases of an overall work effort.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervisory/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery knowledge of multiple computer operating systems, such as UNIX / LINUX / *NIX, MS Windows Client and Server, VM Ware, CISCO IOS (routers, switches), Private Branch Exchange (PBX), Firewalls, and Intrusion Detection Systems; practical and in-depth knowledge in Networking Infrastructures, such as various types of networking hardware, servers, patch panels, switches, rack cabling, fiber optics, copper, and wireless infrastructures; technical knowledge of Computer Security and Networking components, topologies, applications and configurations in support of Offensive and Defensive Cyber Operations. Note Creditable experience may include previous military experience, experience gained in the private Sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of help desk, network infrastructure, training range ops, information systems security, and systems administration. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Expert knowledge and technical skill of a full range of network systems (LAN/WAN) design principles, methodologies, and implementation approaches used in developing, testing, installing, operating, managing, and maintaining Cyber network mission and student training services that support full spectrum Cyberspace initial qualification and weapons systems training. Expert knowledge and technical skill of operating systems, associated devices, and the interoperability of systems (e.g. UNIX / LINUX / *NIX, MS Windows Client and Server, VM Ware, CISCO IOS (routers, switches), Private Branch Exchange (PBX), Firewalls, and Intrusion Detection Systems) sufficient to install, upgrade, troubleshoot, test, and maintain those systems and ranges; to optimize the functionality and performance of systems and to ensure the availability, integrity, confidentiality, authenticity, efficiency, and reliability of those systems and ranges. Knowledge, Skill, and Ability to manage enterprise level data networks and exercise management of assigned unclassified and classified networks. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) clearance with access to Sensitive Compartmented Information (SCI). other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. For positions which perform information security as an inherent, primary purpose of their position, Information Assurance Certification is a condition of employment. If this position requires IA certification, per DoD 8570.01-M, the incumbent of this position must achieve the appropriate level of certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
