Duties
As a Physical Security Specialist you will:
Develop policies and procedures encompassing all aspects of physical security related to visitor access, key card usage, issuing ID badges, monitoring mail room screening, supervising guards, and securing all employees, space, parking facilities, and equipment.
Design, develop, and evaluate protection systems and devices to ensure those employees and facilities are not compromised, sabotaged, stolen, misused, or subjected to terrorist, theft, assault, vandalism, or loss.
Conduct security surveys, inspect facilities, and evaluate the effectiveness of existing security practices to identify the vulnerability of facilities.
Assure that employees are adhering to established security policies and practices.
Consult with GSA and other security specialists to devise protection systems, which provide maximum security with the least interference to operations.
Develop and periodically implement disaster/emergency preparedness plans to assure the availability of emergency care services.
Perform periodic onsite surveys and inspect work areas to determine compliance with applicable occupational safety standards.
Develop, prepare, and revise local safety and occupational health instructions, guides, directives, and procedures through adaptation of instructions and policies formulated by CDC, DHHS, GSA, and OSHA,
Serve as the representative on work groups, committees, and task forces related to occupational safety issues.
Provide training to supervisors and employees.

Minimum Qualifications:
For GS-11:
To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: implementing strategies and procedures relating to physical security; managing 24/7 Security Operating Center/Call Centers; monitoring electronic access control and closed-circuit television systems; and directing and coordinating emergency response with internal/external customers.
OR Have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, from an accredited college or university.
OR Have a combination of specialized experience and graduate level education that together meets 100% of the qualification requirement for this position.
For GS-12:
To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: coordinating, directing, and assessing physical security programs; directing and coordinating emergency response with internal/external customers utilizing the national incident management system (NIMS); and assisting in the development and implementation of strategies for physical security programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
