This position is located in the Department of Homeland Security, Federal Protective Service (FPS), Atlanta, Georgia.

Duties

The primary purpose of this position is to oversee a Region's multi-state Technical Countermeasures Program (including, but not limited to, intrusion detection systems [IDS], video surveillance systems [VSS], physical access control systems [PACS], x-ray machines, walk through metal detectors [WTMD], and their associated communications networks and data storage systems, which are collectively known as the Technical Countermeasures [TCMs]) Program. The incumbent coordinates, communicates, oversees, and integrates program activities and is accountable for the overall success of the program, ensuring alignment with agency and enterprise priorities. Duties performed: Monitors and tracks regional TCM projects and funding, equipment operating status, repair activities, and program improvement actions providing status updates and other reports to regional leadership, FPS Headquarters, and other stakeholders, as needed. Coordinates inter-agency response to physical security needs within a protected facility by determining the scope and magnitude of changes to a facility's security posture. Understands, evaluates, and assesses technical countermeasure information technology systems and associated cybersecurity threats to establish a sound and justifiable mitigation approach. Evaluates and makes recommendations on overall technical countermeasure implementation, operation, repair, and replacement plans and proposals to ensure operating systems and elements are properly integrated with security and law enforcement capabilities. Oversees regional TCM program compliance with all FPS policy, Interagency Security Committee (ISC) standards or guidelines, industry best practices, and other guidance such as interagency memorandums of agreement.

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-13:Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Providing countermeasure program assurance and standardization in accordance with national program directives; Providing supplemental guidance on security policies, standards and procedures; Recommending improvements to physical security programs and systems; and Providing technical assistance and guidance to program staff regarding national technical countermeasure programs NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Only the first five pages of your resume will be used to make an eligibility/qualifications determination. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: Training and Certification: This position will require that the incumbent obtain and maintain a minimum of DHS Project Manager Level II, Comp TIA A+, Network +, and Security + certifications within 24 months of employment. This position also requires that the incumbent complete any applicable DHS training. Motor Vehicle Operation: This position requires that the incumbent possess a valid driver's license, maintain a safe driving record, and demonstrate that they are medically qualified to operate a motor vehicle safely in accordance with the standards and procedures established in 5 CFR 930. Periodic verification of license and safe driving record will be required. Physical Security Training: The incumbent must satisfactorily complete (or have previously completed) the FPS Physical Security Training Program (PSTP) conducted at the Federal Law Enforcement Training Center.
