This position serves as the Chief of Police, providing oversight of the safety and security for the Atlanta VA Healthcare System (AVAHCS) and its surrounding VA clinics, and reports to the Associate Director of the Healthcare System. This position has been approved for a potential recruitment/relocation incentive and paid moving expenses for a highly qualified selection.

Duties

Major duties for this position may include (but are not limited to): Observes, evaluates, and prepares reports on the performance of department personnel. Plans, assigns and explains work requirements to subordinate supervisors for new or changed programs. Develops solutions to continuing problems in the quality of work and operating effectiveness and takes or recommends necessary corrective actions. Reviews serious disciplinary cases involving police service employees and recommends appropriate actions to higher level management. Develops and maintains duty schedules for a 24/7 staffing system. Monitors/manages training completion and requirements of subordinate staff, and explores new training opportunities to enhance police service staff effectiveness. Develops local policies and implements corrective procedures to alleviate identified physical security problems, taking into consideration all internal, as well as external factors when making decisions or recommendations concerning law enforcement. Responsible for the development of the physical security plans and objectives and for producing Medical Center policies which address the full scope of the facility's law enforcement and security program. Actively participates in construction projects during all phases of the project to ensure VA's physical security requirements are properly met and support VA's safety and security goals. Conducts physical security surveys and vulnerability assessments on schedules set-forth by the VA, then analyzes findings to determine weaknesses, prioritizes vulnerabilities and determines necessary courses of action to mitigate risk. Interprets complex security policies and procedures and provides guidance to senior facility leadership, other service chiefs, program managers, VBA, and NCA leaders. Serves as liaison to executive leadership, subject matter expert, and consultant with federal law enforcement agencies such as the VA, Office of Inspector General-Criminal Investigation Division (OIG-CID), FBI, DEA, ATF, Secret Service, State Police and local law enforcement agencies. The position has full responsibility to execute complex regulations, laws, VA Directives, and Handbooks and to independently develop local directives, policies and instructions, based on OS&LE policies. Determines and executes action plans to resolve significant problems based on data that has been analyzed against performance expectations and norms. Supports and participates in Incident Command processes when circumstances arise requiring activation of an Incident Management Team. Ensures police service's emergency management plan is current and supports the Medical Center level plan. Ensures access and operation of the National Crime Information Center (NCIC) is conducted in accordance with all applicable laws and VA policies. Responsible for ensuring physical and vulnerability assessments are completed as required with a focus on mitigation of the risk, compliance, and improving overall facility safety and security processes. Plans, coordinates and delivers any necessary law enforcement or security training for personnel outside the service. Assists in the development and implementation of new Veteran-specific policies and procedures to accommodate the unique needs of Veterans with mental illness, PTSD, TBI, etc. Performs assignments that advance the department's public safety strategies in comparison to technology investments. Articulates concerns from the facility, recommends new policies and/or modifications, and shares best practices and advances in the catchment area with VA leaders and or in committees. Responsible for the protection of the civil rights of all individuals while on VA controlled property, and the preservation of a peaceful environment requisite to the delivery of medical care and other services. Ensures proper notification is given to other various Federal agencies and offices when incidents require notification and/or involvement. Manages procurement and accountability of equipment used by and assigned to police service. Responsible for the facility Firearms Program, ensuring critical elements of the program are met, such as weapons training certification and inventory control of weapons and ammunition. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Possess a broad level of knowledge of security and law enforcement practices and policies; Possess knowledge of general and specific security administration programs, how to integrate systems, provide the appropriate application and coordinate with multiple departments to execute tasks; Experience providing technical expertise to complete and oversee assignments requiring the application and theories and development of solutions to complex security problems; Possess expert knowledge necessary to work through overlapping and conflicting requirements pertaining to security barriers, SSTV, key and access control, operational access, new construction design, and overall security/convenience; Experience interpreting existing and new policy issuances and recommending guidance related to safety and security; Experience working with and managing multi-layered security systems to advise management on improvements or additions to existing systems; Experience implementing Veteran-specific policing techniques, such as de-escalation; Possess specialized knowledge of the health issues, some severe, and social problems experienced by many Veterans; Knowledge and experience related to planning for and minimizing active threat situations as well as deescalating encounters with weapons-carrying Veterans. Physical Requirements: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded or over-grown field conditions in all elements of seasonal weather.
